      J. Michael Smith has been serving as the President of the Home School Foundation since its inception in 1994. A graduate of the University of Arkansas, Smith holds his Juris Doctorate from the University of San Diego. In 1983, he and Michael Farris founded the Home School Legal Defense Association (HSLDA), the nation’s first and largest advocacy organization dedicated to protecting and promoting homeschooling freedoms. When the need became evident for HSLDA to have a charitable arm, Smith was named President of the Home School Foundation in 1994. He also assumed the role of HSLDA President seven years later when Michael Farris stepped down to become Chancellor of the newly founded Patrick Henry College.

      Smith has been captivating homeschool audiences for 23 years. His columns on home education appear regularly in the Washington Times, and his appearances on numerous television and radio programs, including Focus on the Family with Jim Dobson and Hannity and Colmes on Fox News, have made him a positive advocate for homeschooling freedoms nationwide for more than 30 years. A homeschooling father of four adult children, J. Michael Smith resides with his wife Elizabeth in northern Virginia.

      Executive Director

      Since 2002, Chuck Hurst has brought valuable direction to the day-to-day operations of the Home School Foundation, while also serving as VP of Administration at the Home School Legal Defense Association. A graduate of Bob Jones University’s School of Education with an emphasis on U.S. History, Hurst taught school from 1979 to 1988. During this time, he met his wife, Dianne, and earned his Master of Arts with a major in Social Sciences from Governor’s State University in Illinois. After sensing God’s call to leave teaching, he obtained a Paralegal certification from Roosevelt University in Chicago in 1989.

      He came to HSLDA in 1990 where he served faithfully as Membership Director and Director of Human Resources for twenty-five years. In 2002, his desire to bless homeschoolers led him to also accept the part-time position of Executive Director for HSF. He received his certification as a Senior Professional in Human Resources from the Human Resource Certification Institute in 2003 and accepted his current position of VP of Administration at HSLDA in 2015. He and Dianne homeschooled their three children and are now the proud grandparents of one grandson.

      Chief Financial Officer

      Steve Oberlander is Chief Financial Officer of the Home School Foundation, Home School Legal Defense Association, and ParentalRights.org. He previously served as CFO of the Christian Broadcasting Network, Operation Blessing International, and as Assistant Controller of Smithfield Foods, Inc. He came to the Foundation in 1999 when he also assumed the role of CFO for HSLDA.

      Oberlander is a CPA and holds a Master of Accountancy and a Bachelor’s of Science in Business, both from Virginia Tech. He serves as treasurer of the Patrick Henry College Youth Music Academy and is founder of the Loudoun County Patriots homeschool basketball program in Loudoun County, VA. Oberlander is an active member of Cornerstone Chapel in Leesburg, Virginia, and is a member of The Gideons International. He and his wife, Shelley, reside in Lovettsville, Virginia, and have four children.

      Director of Development

      Since 2011, Tracy Klicka has been serving as the Foundation’s Director of Development, in spearheading the Foundation’s fundraising efforts, and in developing and maintaining ongoing relationship with HSF’s major donors. After graduating from Oral Roberts University in 1985 with a B.M.E. degree and before starting a family, Tracy worked as an Executive Assistant for the Free Congress Foundation, followed by the Republican Study Committee, where she served as a Policy Analyst for education and social issues.

      She is the widow of former HSLDA Senior Counsel, Christopher J. Klicka (2009), and is a homeschooling mother of seven adult children and three grandchildren. Speaking and writing on the topic of home education since 1996, Tracy loves to encourage parents in their calling to homeschool and is passionate about the mission of HSF.

    • Dianne Tavares >>

      Office Manager

      Dianne Tavares joined the HSF team as a Grant Administrator in 2012. Upon graduating from the University of Virginia with her B.A. in French Language and Literature, she traveled to Senegal as a Kolbe Fellow with Prison Fellowship International for six months. When she returned to the States, she worked as Assistant Director at a tutoring center before joining the Foundation staff. In 2015, she accepted the role of Office Manager. She and her husband Dominique, whom she met during her internship in Senegal, look forward to one day homeschooling their beloved daughter and other future children the Lord may give them.
